THE BENEFIT OF THE DOUBT?

How can we give a benefit of the doubt to a story and cartoon like this? What was his intent? Why did the chimp get shot? Could that not send a subliminal message to someone? Even if it was not his intent it was reckless and shameful. America is still feeling it's growing pains.
